The Foothill Citrus Football Officials Association (FCFOA) is a Football Officials association organized and operated exclusively to foster amateur sports competition by:

• Promoting the advancement of amateur football through the encouragement of sportsmanship among and between institutions, players, coaches, spectators, and officials.
• Increasing the competency and proficiency of its members through the institution of an educational and instructional program that includes, without limitation, the free exchange of ideas, the mutual evaluation of rules of football mechanics of football officiating, and the unbiased performance rating of members in actual game situations.
• Assuring its members the opportunity to become qualified to officiate amateur football contests at any level.
